W NY Assets/Recovery Processing Systems?

Hello everyone,
I hope you can help me with a dilemma.
Back in 2009, I took out a payday loan with CashNetUSA. Soon afterwards, I lost my job and had financial difficulties for a long time. I am just now trying to pay off my debts and get my financial house in order.
Long story short, my parents (who are elderly) received a phone call on Friday 7/10/11 at 1 pm from someone called "Ms. Matthews" calling about this loan. She claimed that they were going to serve me with notice to appear in court on 7/14 (Tuesday) unless I contacted them. She left a phone number of 877-291-6337 and a claim number.
I called them today, and was connected with a company called "Recovery Processing Systems" in Amherst, NY. Someone there claimed that they are a "debt mediation" company and that I owed $700 on an original loan of $300. I asked why it had shot up so much, and was told that CashNetUSA added additional charges. The "debt mediator" offered to arrange a payment plan, even going so far as to put me on hold for several minutes, claiming to be calling "their client" to gain approval.
I was told that they had approved a payment plan where I was supposed to pay $150 up front and then $100 every two weeks until the $700 was paid. The "debt mediator" was insistent that I had to provide them a debit card number ASAP to "finalize" the plan and that they couldn't guarantee I wouldn't be served unless this was done right away. Something seemed suspicious about the whole interaction, so I told him I would call back tomorrow and provide a card number. I was especially surprised that they couldn't email or mail me anything confirming all this without a card number.
I then called CashNetUSA, and was told they were never contacted by RPS. They had no idea what I was talking about, and said they sold the loan to NCA in July of 2010. They refused to take any money from me and referred me to NCA, stating they no longer had a legal interest in the loan. The rep from CashNetUSA even said that the RPS call "sounded like a scam".
I called NCA next, and was told by their rep that they sold the loan to "Western NY Assets" in Amherst, NY in January 2011. NCA likewise refused to take any money from me, for the same reason CashNetUSA did. Their rep said the amount owed on the loan when they sold it was $312.65, the same amount that CashNetUSA sold it to them for. The NCA rep also said that this sounded suspicious, going so far as to warn me that it might be a call from someone who stole the information from a legitimate collector.
Western NY Assets appears to be the same as Recovery Processing Solutions. They're both located in Amherst, NY. The number that called me (RPS) is 877-291-6337. The number for Western NY Assets, according to NCA, is 877-260-3025. Does anyone have any experience with this company? And can anyone advise me of the legality of this? From my understanding, they cannot claim to be anything other than a debt collector if that is what they are. I am in Texas, if anyone needs to know what state law might apply. Thanks in advance.


This same problem is happening now with me. Today and last week, I received similiar calls from a strange arrogant man instructing me to call a number for mediation. The first time, I told him to contact my attorney. The second time I told him to go to hell and stop harassing me. He hung up. I have filed bankruptcy and these calls are after my bankruptcy has been discharged. Therefore his calls are now harrassment calls from a restricted number.
