If there is third-party involvement, then the third party falls subject to fdcpa.
If the original creditor is collecting for themselves, then FDCPA does not apply. The only laws that apply to the OC in that case is your individual state laws.

What I meant by third-party involvement, was speaking to a third party (parents, family members, friends, co-workers, ect.) about the debt.
Any tips on locating state law information for Virginia and Washington. I am a Washington resident, however, the company and incident happened in and involve another person who is a virginia resident. We rented a house from a property manager. Which state laws apply? Anything in Landlord-Tenant act?

I would think whoever the victim in this was, as in the debtor, and where they reside would be the applicable law. Is the debtor a resident of Virginia?
Not sure though. Anyone else have any opinions/advice?
