should return certified letters be opened

If I send a Certified letter to a customer and the letter is returned undelivable, what should i do with the return mail? What happens if the return mail is open by someone in the mailroom?
Returned certified mail should never be opened.....save it for p
Returned certified mail should never be opened.....save it for proof in court.
Make people in your mail room aware that this type of mail should not be touch and to return it immediately to you.
