Received collection letter for a paid bill

Hello all,
I had an outstanding bill with Allstate Insurance which I paid on 10/01/2009 and I have a record of it. However, I received a collection letter several days ago, date 09/29/2009 for that amount.
Should I send a Debt Validation letter or should I send a Cease and Desist letter saying that I paid and no record should be posted and include copy of payment proof?
