Get a validation letter out to them immediately by certified return receipt mail. Be sure you deny that this is yours and make them prove that the Statute of limitations has not run out on it which it has. They are well known bottom feeders that buy old expired debts and try to intimidate people into paying. Please file a complaint with the Attorney General in the state where they are located. Eventually the AG will notice all the complaints and file a suit to stop these people

According to the Fair Credit Reporting Act, a charge-off, whether paid or not, can stay on your credit report for up to seven years. So you are already crossed that time. In my opinion you should send Pallisades an expired statute of limitation notification letter.

If you are positive the debt was charged off in 1995 with no payments since then,you could also send them a full cease & desist letter stating sol has expired for reporting & civil action.This letter would also be sent certified return receipt mail.
