Can a cease and desist letter be sent requesting phone calls to be stoped?
With mail only communication to negotiate debt owed.

No such thing as a partial cease and desist...it is all or nothing. Nothing in the fdcpa about mail only communications.

Creditors will not negotiate via the mail.

Generally a cease and desist will result in the account being pulled and placed with another agency and you start the cycle all over again or they start litigation quickly.

What are my chances they send it to another agency since they are all out of my state?

If they start the process over,does that mean I too start over..ie,DV?
