what if you have paid this debt off years ago and you don't have proof now , and they are still harassing you, they have bought out agencies over and over again. i talked with on the telephone, they asked me to send them a copy of the payment, when i sent it , they'll wait another few years and start all over again calling from 8:00am until 9:oopm. what else can i do it has been 8 years since i have paid them off with a settllement offer.

Well since the debt is so old it can't even be placed on your credit reports any longer. Simply send them a cease & desist letter. There are a few states that has a SOL longer than 10 years so you would need to find out what your state SOL is, but even were they to sue....you could demand proof...most of them don't have it.
Have you tried contacting the original place you paid? There is a small chance they may still have a record of it (though 8 years is a long time).
