they call me all day long i don't now who they are they call my home and then turn around to call me cell ALL DAY LONG THIS IS JUST MY LOG FROM MY HOME #

File Serious complaints? Why?? They are attempting to reach you concerning something. Have you spoken to them? If not, they can call you multiple times in a day until they reach you.
Sending a Cease and Desist will get you sued.
Try answering the phone once, learing what they are calling for, and then make your decisions from there.

they told me i owe paypal 28.00 which is from a customer saying they never got the phone. but i have conformation from the post office saying it was recieved and also the peron that bought it from me turned around and sold it on ebay. WHAT THE F*%&. I told paypal i'm not paying for it and gave them the information

anyways the lady at ics told me until i pay they won't stop calling my home or cell. here's a new call list since i first posted so far today

so with the last call at 3:48 that makes 9 calls to my home and 9 calls to my cell phone.

you can do one of two things.

a)try to talk to PAYPAL and resolve it that way or
b)send DV and C&D letters.

send the letters certified mail return receipt requested.that is
all you have to do.it sounds like they are stretching it.they
contacted you,but it sounds like it's between you and PAYPAL.

Geeez!

You know, I'm a pretty patient guy; however, on the 21st the OP received 10 calls and then on the 22nd (so far at least, the night's still young) he's received 9 calls? I find that just a tad bit excessive. Plus they have been calling his cell phone?

Have they even left one message from all of those phone calls? Or are they just using an auto-dialer and they were just hang-up calls?

And the lady from the CA is dead wrong. Once they receive a cease and desist letter, they are required by law to stop calling you. It's not optional for them!

For all of you I am suing IC Systems for the same thing. When I would answer there was no one there. That is a harrassment campaign. My paypal is in perfect standing. So it is not for them. It may be for ebay. I will let you know how I make out.
By the way, filing a cease and desist letter will not get you sued. It is your right. That is just plain bad advice! I can't believe I read that!

Have they sent a dunning letter? They have 5 days from initial contact to send it. Since you have spoken to them, did you verify your address and inform them you expect their dunning letter? They have no reason to continue the harrassing calls after you have spoken to them and requested something in writing. That is a violation and the OP's call logs will back that up. Frogpatch is correct on the C&D generally but for $28, I would send one to IC and then climb up Paypal's Ass! Contact Paypal and inform them of the situation, provide them the documentation and remind them that an OC can be held liable for the actions of a CA they contract to collect.

ok so after i ever so nicely talked to them. They didn't call today. peace for today at least. I closed my ebay account no more ebay. Since I also closed my bank account over one year ago I have a hard time cashing money orders. I'm a cash only person no checks no credit cards. But still have credit card debt

when they were calling none stop they never left a message and after so many calls I changed my voice mail to pick up in spanish. So maybe they didn't understand what it said. I have no clue what it says

Paypal and ebay have a tendency to side with buyers, even if obvious cases of fraud!

Send a debt verification letter today. If they provide verification, then send a letter disputing the debt!

You may also want to file a BBB complaint, with the BBB in California (who gave Ebay, which owns paypal, an award reciently) Others who have had problems with this have has some luck doing so. Check out the seller central board on Ebay's forums for some paypal horror stories!
