anyone dealt with petigroup financial?

Here's the situation.
I have not got a bill from Best Buy credit card/HSBC since February 09.
Automatic payment was set up in December 08, and then mysteriously HSBC changed my bank account number they had on file and charged me all kinds of fees for not being able to get payment. I spoke with a handful of managers who were less than helpful. Nothing got resolved.

Months go by. I get nothing in the mail, don't hear from them at all.

This week I start getting calls from various area codes. They start calling me at 5:30am, which according to the Fair Debt Collection Act, this is illegal. They never leave a voicemail.

I call the number back one day and this man claims to be with Petigroup Financial, a group whom which if I search for on Google, nothing comes up. Nothing. After hours of arguing and telling him I have no money to pay, can only pay $25 a month, he says he can only settle for $125 a month, but I have to pay $50 before august 31st, give him my bank account information, (the ONLY way they will accept payment) and there will be a $9.95 processing fee on each payment.

According to the Fair Debt Collection Act, it says collectors have 30 days after contacting you by phone, to send you a written letter stating the debt before taking further action. I pointed this out to this man today and he says no that is wrong, if I don't give him bank account info today, they're sending it to the court. I said I spoke with an attorney who also backed me up on the 30 days thing. He said he will talk to my attorney. He knows I can't afford one also.

He started yelling at me on the phone, pretty much, saying how important this is. So finally I yelled back, "Send me a bill in the mail, I closed my bank account and can only pay with money order, do not contact me by phone any more."

Which by law, they have to communicate by mail if you request them to do so.

Anyone ever deal with this?
