probability of ca sueing over$349 debt

Hi,
I had a dispute w/ a phone co. on a monthly bill. It has been sold to several Ca's &Pinnacle credit serv. llc now owns it. they have Vision fin. coll.serv. corp.(FN) trying to collect($349.00). I heard there is a new way of filing small cases like this, enabling them to pursue said small cases. What do you think the chances are,of their sueing, under this new law or way? By the way, I don't think I owe the bill. It's too complicated to go into here, but, a judge might rule against me-- I don't think a jury would. Thanks for your help, Tom

First, what's this new law you're referring to. Can you share details and references, please? I've not heard of this and it sounds fishy to me.
Second, small claims court does not have jury trials.
Third, have you sent a debt validation letter to this CA? If you believe you don't owe the debt, you should dispute it and request validation.
Fourth, how old is the debt? Is it within SOL? What state are you in?
