What does it mean when the plaintiff files a "proof of non-service" with the court in a collection case?

What happens to the case after this happens?

"Non service file" mean, that plaintiff wasn't able to serve defendant in proper way - didn't fined in defendant's addresses (work/home) and ask a judge grant permission to do publication of summons of complained threw the news paper. And after certain numbers of publication, if defendant would not respond judgement will be issued by defoliate again defendant.
If defendant has a property, it will be in the most cases where property located (if property not under the water).
