Received a letter from midland credit management addressed to my wife (her old name) and an old address in Oregon. They state that they purchased a debt from Citibank and that she owes them money. IF this is true, it would have been part of a bankruptcy settlement from more than 18 years ago. What can/should we do?

I pulled a report from all three major firms and found it listed on one (Transunion) as an Account Review Inquiry for Collections.
The only Citibank listing in her report shows a gas card that was paid on-time always and then closed by request of cardholder with a 0 balance. I guess I will have to figure out the best course of action to get them to go away.

The advice that you got from cajunbulldog is sound. Also send a debt validation letter to them. Do not fool around with these people. They are bad news and will force you into arbitration if you don't force them to validate within thirty day of contact. This debt is past the statute of limitations as well as being charged off.
