Angry - received Notice of Intent to File Civil Law Suit

What can be done? We received this notice and we have no debt for them to file about. They have called out home at least 10 times and now this. I told them that they had the wrong number and the wrong person, but they just kept calling and now this notice.
Can they keep harrassing people like this? We have no delinquent debts. Is there a class action suit against Michael J. Scott for this kind of harrassment?
