I had an old bill with Verizon in May of 2005, and I would like to know how can I get the bill reduced or how can I pay this bill and get it off my credit a delinquent.

If it is still with the OC, it is easier to work with them than a Collection agency.
If you know this is your debt, and the person collecting is legally able to collect on this, you can pay them. If you aren't sure about either, you can send a debt validation letter to them.
You didnt' say how much the bill was, but you can also see if they will work with you on a settlement of your debt, but this will hit your credit also.
