I have two collections on my credit report, but never got a collection notice or chance to have the CA validate the debt. If I send them a DV letter now, I???m almost certain they will respond that the 30 day period is up, what do you do in a situation like this? its their word against mine I don???t think that will hold up in court. What can I do?

You can ask them to send a debt validation letter to them now. But they will not be legally obligated to respond to it. You should have taken steps earlier.
