Riddle & Assoc-OLD DirectTV Bill

I live in CA and just received a bill from Riddle and Assoc for an old Direct TV bill, I believe its about 2-3 yrs old. The address is incorrect on the bill, so it was forwarded to my new address and is past the 35 days to dispute deadline. I'm not even sure if I still have this debt, but I've been reading online how shady this agency is and I just want to know my options. The bill is $187.00 + $98 in Attorney/collection costs.
I'd like to just pay the bill in monthly installments but from what I've been reading calling to set this up may validate a debt that is not mine. So far the debt has not been reported on my credit. Does anyone have any advise?
I just want to sound like I know what I'm talking about when I do communicate with these people so they don't take advantage of me. Please help. :(

Send them a DV letter. They need to provide you proof to that t

They need to provide you proof to that the debt is indeed yours.
Sent it certified mail.

There is no time frame for a collection agency to respond to a debt validation request BUT, all collection efforts must stop until they DO send proper validation.
