Can a debt collection agency legally collect a debt owed by me that they bought pennies on the dollar from the original creditor?

The debt is charged off in my credit report as Bad Debt. How can a collection agency demand payment if I have no legal binding document from them with my signature on it ?

The original contract is still binding and is what they are attempting to collect on. They bought the original contract that you probably signed. Other factors need to be considered when you consider paying that debt though. You need to have the collection agency validate it for starters. You also need to check the SOL for your state to determine if the debt is too old for them to sue and get a judgment. If you post the date you made last payment, your current state, the amount of the debt and the CA attempting collection then you others can help with strategies on how to handle the CA and the debt.
