I have reciently been in contact with a collection agency that holds the rights to a second mortgage that I had on a house that was foreclosed on in 2007. They told me to send them an offer along with copy's of my bank statements and pay stubs. Do I send them all of that personal information or just a letter with an offer?

If you are sure that the collection agency holds the right to your second mortgage then it would be a good idea to send them copies after you redact (black out) the sensitive information like your account number. What the collection agency is trying to do is assess your ability to pay (and how much they think you can pay) in order to settle the account. They should already have you social security #, but they don't need to know your bank account number.
