do these clown not have to prove they sent a account notice to inform you that you got 30 days to respond to a debt. I seen cases were they send a back dated letter 3 months later after first contact, Kinda hard if you try to send a validation letter and they don't responded., it seems like the burden of proof is on you and not the scum bags. the law should make them send it registared.

Collection agencies as a general rule send out of first notice as soon as the account is placed. It goes to the address provided the creditor. If they creditor does not tell them if it is a mail return address.
CA's can get thousands of accounts in a placement. Sending mail registered at $5 per letter is not going to happen.
