the collection agency i am dealing with will only report "settled in full, zero balance: to the credit bureau, they will not remove the chargeoff or the collection action, is it even worth paying off?

You've got several factors to think about.

First, what is the liklihood of them suing you if you don't settle the account? By calling them about a settlement, you have awoken the beast, and now they know you probably have some money since you were willing to settle. If they can sue, know they won't sue you for the settlement, they will sue for the full balance.

If you're not worried about that, then the only thing left is your credit. "This account was charged off but I eventually paid it" looks a lot better to a potential lender than "I'm not paying anything on this account."

Paid Chargeoff will actually increase your credit score, where an unpaid chargeoff will keep the score where it is. And a lender that sees you paid it will know that even though you had problems in the past, you eventually made good on your obligations.
