Settled and Closed with a Balance?!?!

Can a collection agency show an account as "Settled in Full" and still report a balance?
Debt Recovery Solutions agreed to the settle the account in full, and deem the account "settled and closed." Yes...I have the agreement in writing.
I called a customer service representative today to request a zero balance letter. She informed me that my credit report would still reflect a balance owed. Huh?!?! She then proceeded to ask me if I would like to pay more money to have the account deleted from my report and whether I was trying to obtain a mortgage. No...I just want the account to display a zero balance.

Rinnie, when you have it in writing, go ahead and dispute with the credit bureaus. All the three bureaus have options where you can dispute them online.
