settlement letter to CA's

Should I send a settlement letter to CAs even though I haven't validated the agency. Should I settle and put a request for documentation in the letter before I send them a money order for the (let's say 25%) settlement. All the cards have been charged off for over a year so they are probably not with the OC anymore. I really want to get this done, now that I have some money to pay them.
