To answer your question, the limitations on a judgment begins when the judgment is "entered" in the court records. But they do last a long time and can usually be renewed. The collector can attempt to collect at any time, without warning, and can either garnish wages if they can find your job or execute on (take) bank accounts if they can find them.
Under the Credit Reporting Act, though, negative information on your file can only last seven years.
