There is a bill in congress now that would make it illegal for Any one to Alter or "Spoof" their caller ID information. This has been a topic discussed in the past, and 000-000-0000 would be an instance where caller ID information was altered. Unavailable or blocked number are presented by the telephone carriers as such, and not with a simple 000-000-0000. If I can find more information, I will post it in the Political Action Forum.
