i understand that when suing a CA you can recieve $1000 in statutory damages and then any actual damages. what exactly is considered actual damages?

Actual damages will be the monetary value of any detriment you've incurred as a direct result of their actions.

For example in a car accident case, the actual damages are repairs to the vehicle and medical bills.

In fdcpa cases it's hard to prove actual damages. Unless you have a really good case where they were threatening arrest/extortion/mental anguish/etc.
