i called the 866 number but nobody answered, not even an automated voice that says what company im calling. it just said "the party you are calling is unable to pick up. your call is now being disconnected." i called my neighbor and she said she received a phone call asking if she was my relative and she replied that she was my neighbor. when she tried to get more info. asking what the situation was all about, the acller told her to ask me about it.
now the weird thing is this, i never ever ever used my neighbor's name for ANYTHING and how the heck did they get her phone number?! as far as my friend, i called him but he knew nothing about it.
i guess the caller also said he'll be giving the notice personally in 72 hours but to call the number anyway.
is this a legite matter?

If it's a CA, they can legally call your neighbors without disclosing info to them on the matter. They can simply leave a message for you to return the call. Doesn't matter that you never listed them as references or anything. They look up information as to who the neighbors are over the internet I hear.

I would also think the cryptic comment telling the neighbor to ask the OP about the message wouldn't stand up to the "least sophisticated consumer" test. Not to mention the fact her mother and brother were also given cryptic information about the OP "being summoned to court" in the phone call, making it sound ominous.
Can you post the number you were called from? Stenogirl5 is right about one thing, though, you can Google the number you were called from to see if you can find out who called you.
I'm sorry, but it sounds like it might be one of those "US National Bank" type scams.
