When does an account go to credit?

I pulled my credit today and I do not see they have reported anything as of yet. If I were to send them a payment via certified mail, would I have recourse to have it remove any future reporting to credit? As long as I have proof of payment in full, would that be enough to stop them from reporting, or can the report any time, even after payment in full? For instance, the receive a collection account in June, I pay in July, and in August they report as a collection account, then September they show paid in full?

Since you are already late with your payment and the account has already been sent to collections, the CA cannot legally report the debt as outstanding to the bureaus after you pay it off. Even if they report it to the bureaus after you pay it off, they need to report it as "paid in full".

I am taking it that you do not live in the same location and your new residence uses an entirely different water company? I say this because your utilities are usually disconnected for non-payment.
Call the original creditor (the county) and inquire about it. If it is legitimate, send them the payment and send a Cease & Desist letter to SAM.
