Phone call

My folks recently recieved a recording, that listed my name. Apparently, no live person on the other end.
Message stated that if it wasn't me, hang up. That they would continue to collect if call was not terminated.
How can a call like this be terminated, as required, when an answering machine takes the call and no one is around to hear message and pick up/hang up phone??
Answering machine took the call, as my folks, like me, do NOT answer the phone. I can't as it's the middle of MY night when these #$%^&* call.
They called my folks, stating they were looking for me to collect a supposed debt. They left information on my folks machine. Have NO idea who it was that called. But, they certainly made NO effort to call my number!!
Not that it would have been answered anyway!
But, they clearly left personal info of mine in the message they left on my folks answering machine.
Would this be considered an illegal tactic?
Since they made NO effort to contact me, in writing or by phone.
What can I do to stop said interuptions??
They call at least 2, maybe 3 times a week. Same place, maybe different recording, requesting same information. Since folks won't do anything about it, I figure I'd better do something.
Anyway, information appreciated. Gotta get back to bed for a bit, before having to go in to work tonight.

Do you have the phone number? With that you can find out who it was. I just posted a limited cease and desist in another topic that you can use, if you can find out who it is.
I'm not sure if the "hang up if this is not you" part relieves their responsibility of not revealing private information to a third party. I wouldn't think so but I don't know.

You're right. Seeing that an anwering machine does not have the means of hanging up (and the collector knows this), it is communicating your debt with a third party. They are also breaking the law by not sending you something in writing within five days of the first call.
