A Collection Letter from NCB Mgmt. (Second Round LP)

A week ago I received a letter from NCB Management (I also saw a hard inquiry on my credit report by them) during this time. The letter reads (I left out my personal information):

Current Creditor: Second Round, L.P.
Original Creditor: Chase Bank USA NA
Acct # xxxx
File # xxxx
Balance: $5xxx as of 03/01/11

Dear Hello All,

Your delinquent account has been referred to this office for collection.

You are directed to address all future correspondence and payments concerning this account to NCB management services, INC.

Please use the enclosed self-addressed envelope and put your file number in the memo portion of your check to ensure proper credit to your account.

NCB Management Services, Inc.

Is this when I should send them a Debt Validation letter? Please help. I don't mind paying. Just want to make sure they are legit and I don't get into a scam.
