If a creditor is not licensed to loan money in your state can they sue you?

I checked with the state they were last licensed in june 2007.I got a loan from them to combine all my credit card to pay off in March 2008.Haven't worked since Aug 2009.Last payment to them was Dec 2009.Letter from their lawyer from the state of Ohio.I D.V them.Recieved statement showing i had pay and balances since March 2008.They showed i made a payment in June 2010 which i had not.Wrote them back again that the statements are incorrect. They sent me a letter to settle for 60%.No way. What should be my next step.I didn't let them know i know they are not licensed?
