attempt to collect a debt that is not mine

debt recovery solutions has been sending me letters now off and on for i dont know hoe many years . each time i write them back letting them know that i am not the person attached to that debt . the debt is from 2002 and i have lived at the same address since 1993 .in the past i asked for the address and when they did it only reinforced the fact that it was not me running up these telephone bills . , well i havent her from then in im guessing a year and a letter came today from them with an attached verizon billing report from an address i have never lived at again from the year 2002 , how can i stop this collection agency once and for all , can i sue them for harassment

Write them a cease & desist letter explaining that you have never lived at that address and the debt is not yours. Inform them that should they continue to harass you over this debt that you will be forced to sue them.
