CA won't accept OC offer

Can a CA that does not own the debt but is collecting on behalf of a company refuse to accept an offer the OC has accepted? I thought the CA worked for the OC.

It depends on the terms of the collection contract/agreement between the debt collector and the OC. Items such as exclusivity to collect under their terms of agreement, level of OC approval needed to accept payments for less than the full amount, level of authority granted to bring legal action on behalf of the OC, the level of debt collector remuneration based on amount collected, termination of agreement conditions, etc., can vary.
Some debt collectors can be assigned more rights than others. Those are questions of internal business decisions by both parties.

The CA works for the OC UNDER CONTRACT. That contract states that the OC will not interfere with the collection process or recall the account unless there is due cause...like a major documented FDCPA violation. The OC more than likely is in violation of their contractual agreement with the CA.
I didn't know the OC was in violation of their contract however,
I didn't know the OC was in violation of their contract however, the OC contacted the CA to inform them to accept my offer. Meanwhile the CA was on the phone with me trying to get me to agree to a payment plan for 50% of the total balance one day & the remaining balance at a later time. I had to decline because I didn't have 50% of the balance. Nevertheless, it worked out because the OC called and said the CA accepts my offer and I paid the settlement offer I had been trying to pay for a month or more. The person that was assigned my account wasn't too happy because of the commission so, I ended up working with someone else at the CA to make payment arrangements.
