Someone who doesn't live with us getting collector calls!

Hey Nelly, good morning, hoping you can help us out with this problem. I live with my parents, I am my parent's son. I also have a sister who does not live with us, she is my parent's daughter. She is incarcerated right now and for the past many months we have been getting collection calls that keep becoming exceedingly more rude and obnoxious. We don't know who it is because it says "out of area" on our caller ID. My mother would keep saying, sorry "she is incarcerated right now" then they started getting belligerent as in "I NEED TO SPEAK TO my sisters name" and being rude to my mother. Now they call multiple times per day and don't say anything, so every damn day we are wasting out time running to the phone to say "hello hello" it wastes our time and is very disrespectful as it's not OUR debt and she doesn't live here and she is incarcerated.
The last call I told them they need to stop or we will go to the authorities however they called again this morning.
Should I get in contact with the phone company who can at least give me a company name, that way I know who to send the cease and desist letter to? Can you also provide me with a letter for people like us who aren't living with the person responsible for the debt??
I am in a little bit of a different situation here as she doesn't live with us and it's not our problem so can you help us out please?? We are going insane from these rude heartless pieces of trash!

P.S. My mom thinks its Bloomingdales because one time she was able to talk to the people, back in the early stages when they would say something, and that's what she got from their conversation, however as I said we don't know because the number comes up as "out of area" . .

Without knowing who's calling, it's going to be difficult to get
Without knowing who's calling, it's going to be difficult to get out a cease and desist letter. Have you ever talked with them? Can you remember the name of the collection agency? If you can remember who the CA is, we can find contact info for you.
