PDL's and ACH

I have read a number of posts on here regarding PDL's, ACH revoke letters, Closing bank account, etc. Very helpful and appreciated! So is it the recommendation to close your bank account and open a new one as a precautionary measure, or is it because after the PDL's receive the revoke letter they try to debit your account anyway? Once you notify the bank to put a hard hold on any debits for those PDL's, wouldn't the bank be liable?
