Need advice on state owed debt

Wondering if anyone here knows of any links/Web sites that address state owed debts. I know the laws are different when you owe the state, but I still believe my rights have possibly been violated. Would appreciate any leads or any Web sites that address answers to state owed debts.
Or, if anyone here is already familiar with state collection agencies, my question relates to combining two separate debts into one and disregarding my attempts to pay on just one versus the other. I just don't believe this is legal and hope to address it. I also rightfully questioned the amount of one debt, was told I'd be provided with a statement, but then never received anything. It's about a $250 difference.
