Spoofed Number Help

This number, 615-570-5177, keep calling my cell all day every day but never leaves a voicemail. When you try to call the number back it says the number is not in service. Also my cell sometimes says the number originates from Tennessee or Boston, MA !? I was told this is most likely a debt collector. Sometimes they will call 3x in a row! The last time they must not have hung up the line fast enough because I can here at least two women talking to eachother but I can't tell what they are saying on my voicemail. This has been going on for over two weeks now. How can I put a stop to this? Is a spoofed number legal? This is driving me out of my mind!

As long as they don't divulge their purpose of calling, there is hardly any way to deal with it. Avoid answering their calls.
