I am so grateful to each of you that posted something regarding Kemper & Associates. I received a call today....several calls from a Chelsea Walker from Kemper & Associates. She told me that I had committed fraud and a warrant was being issued for my arrest because of a payday loan I allegedly got in May of 2006. She said I owed them $1525.25 and to prevent the fraud case from going to criminal court, I needed to pay 500 in 4 installments and wanted a credit or debit card. I was so afraid of going to jail I told her I would send a money order or cashier's check and she said that wasn't good enough. The phone call was being recorded and because I didn't give her a credit card number the warrant was being issued in the county in which I lived. I contact the FTC and filed a complaint. I wasn't about to give her any personal information over the phone and she refused to send me the documents showing me I owed this debt. I have also filed a complaint with the state attorney generals office. If you do not pay back a payday loan, is it a criminal offense?


no it's a civil matter at best.only illegal loans,and unlicensed bottomfeeders threaten arrest for unpaid pdl's.you can't and won't go to jail.btw do search in the bar top right you will find this is a scuzzbucket bottomfeeder.they can't do squat to you.you really should file complaints with the FTC,and your state AG.do not pay these knuckle scrapers a dime.

Good! You should not have even offered to pay the debt by MO honestly, in a way that can be construed as an admission to the debt BUT you can easily argue that you were intimidated into that by her abusive and illegal threats. If they call again, confirm your mailing address and inform them that they have 5 days to send you a letter regarding the debt. Then refuse to speak to them further....they call, you say, "I am waiting for your letter" then hang up. Do it every time.
