My mom called me last Thursday all worked up she said a agency called and said that I did not repay a payday loan and that I was going to be served a summons within the hour. Is that possible I need some education on the matter.

You can be served a summons for a collection matter for a suit in civil court if you owe a debt and all out of court remedies have been exhausted. If you do not owe the debt or are not sure, then you need to send the collector a verification/validation letter before making any payments.
You should also send a cease and desist letter as under the Fair Debt Collections Act, collectors are only allowed to contact your friends and family regarding how to get in contact with you and are not allowed to discuss any details with anyone but you.
If you would like more specific information, just ask. I hope this information will help you.
