If the collection agency has not validated the debt you can dispute this item with the credit bureaus. The CA may have sold off the debt to another collection agency.

there is no set time frame with which a collection agency is required to respond to a dv request regardless of whether you demand it. they are however required to stop all collection activity until validated, no matter how long that takes - assuming you sent within fd period.
i wouldnt be surprised to find they sold it. which means you will have to dv the next agency as well as the request does not transfer.
