First IRS called me and sent a bill (by mail) saying I owed on an old internet payday loan. I sent them a debt validation letter (because the internet payday loan company is not licensed in my state). I sent this certified mail. THEY NEVER SIGNED FOR THE LETTER. The letter has been returned to my post office. I know the letter was delivered (because I can go online and track the letter)--they just never signed for the letter or picked it up. Now of course they continue to call me -- what do I do now? (since they don't pick up their certified mail)

Your best bet is to file a complaint with the AG in your state. Sounds like this company is not licensed in your state. I had the same problem with Credit Production Depot. They are a collection agency for Payday Max. I sent CPD a certified letter with copies of all of the complaints I filed against them and they did not sign for the letter. I also sent all of my documentation via email to them as well. I've not heard a word since. Don't talk to these people over the phone. You need everything in writing.
