SHORT SALE DEFICIENCY/DEBT COLLECTION

Son had short sale in NC 11/ 09, moving to OHIO ..Debt collector (attorney firm)contacted him in early "10 for deficiency..He contested validity of debt ..had received a 'CONGRATULATIONSFOR PAYING OFF LOAN"letter from the bank Feb '10 ..along with the SATISFACTION OF SECURITY INSTRUMENT LETTER..
The deficiency was on a Line of Credit which was used to purchase the home in lieu of downpayment). docs requested esp the above letters never produced ,a year went by with no correspondance from attorney's office in Cleveland ,OHIO.
Now getting letters from Recovery Service in TX .Still contesting validity of debt
based on the letters as noted above in paying off and requesting docs to prove debt and amount (..Wondered if bank had originally written off debt and that was why that letter was sent. ).Response basically same letter with increase in amt due but did not provide docs requested .
Wondering also if property in NC which is NON recourse state but now living in OHIO ,which state comes into play in this issue.
He has been out of work 4 yrs and moved back in with us..Cashed out retirement ..basically judgment proof it would seem, ..Originally told attorney in Cleveland OH that he would file bankruptcy if necessary ,still not understanding the Pay off letter...
