My father got severely depressed due to too many debt collection calls at odd hours every day. Can he recover the medical treatment cost from the debt collector?

Yes....he can. The debt collector has violated the FDCPA laws and is responsible for your father's health issues. He must visit ftc.gov/complaint, and file a lawsuit against that debt collector.
