Trying to settle a medical bill in IL

We have talked to the lawyer who ruled on our case and he says the lowest settlement he can accept is 75% of the total bill. He claims that he can only settle for 75% because of the recent changes to the health care system. He told my husband that when Obama changed everything it made it about impossible to settle medical bills for much less than the original price.
Is this true? Or is he just trying to play hardball and get the most out of us? We would really like to get this bill settled and move on with our lives. It is a past due bill from 2 or 3 years ago when my husband was between insurance companies.
