My account was sent to Unviersal Fidelity a couple months a go I sent them a cease and desist, and they stopped bothering me , Now Amex just started with the calls again can they do this

Amex can recall an account from an outside CA, and their in-house collectors can resume collection efforts.
C&D letters apply to CA's only. Since Amex collecting on its own account, they are an OC and not bound by the fdcpa, so they don't have to honor your C&D letter.
