Unknown phone number

Does anyone know this number, 866-451-5821 It shows on my caller ID as Not Provided. I thought collection companies had to identify themselves on the caller ID, am I wrong? Anyway, I can't find any info on this, can someone help?

I don't see anything on Google. Call them back and see who it is. An 866 number may be a collector, but it could always be something else too. At least if you call, you'll know.
