Collection Agencies Unknown Callers

Why do collection agencies often not leave a message?
I identified from my caller I.D. and then a google search that the number calling was a collection agency of not good reputation. I do have debts that are being attempted to be collected on as I am unemployed and also was filing Ch 13, but my case was dismissed because I lost my job and could not fund the plan.
In this case for instance, they leave no message and no follow-up letter has come in the mail.
When I see an unknown # on my phone such as "caller unknown" or a phone # with no name of a company attached, I do not answer the call. It is only through google search that I find out what the number is.
My question is, if a collection agency is not leaving a message, shows up as an unknown or unidentified # to me on my caller I.D. and they are not following up with a letter saying have tried to contact me by phone, then isn't it ok for me to just not acknowledge these calls by not picking up the phone? And what is their next step beside trying to contact other relatives to see where I live, if they cannot ever get a hold of me? I feel they are not doing what they should do, because if they did send a letter saying who they are, or if they did leave a message, then I would have responded.

It is the dialer calling you...the dialer is programmed to forward calls that are answered to a live collector. No pick up, no message. This is a common tool used by collection agencies...90% of all messages are not returned so it is fruitless leaving a message. Plus leaving a message takes you out of the dialer pool for that day...by not leaving a message they can attempt to call you mulitple times.
Since there is no contact, no letter is required to be sent.
