9k Debt, 30 day notice to validate, going to court mb?

I have a 9k debt from arrow financial. I know about the debt, not going into it, i know it's valid, i am not responding to the letter to validate from Redline (who is collecting for arrow) because i want to get this over with.
They called and said i had to put 1000 down and 250 a month which i don't have. all i can afford is 100 dollars a month and they did not accept that.
They have not called since and i know this is probably going to court. I live in New Jersey now.
two questions. I am paying off a car (financing) with Chase. can they take my car if i'm still financing it?
How would i calculate wage garnishment in New Jersey.

You might know that the debt is valid, but can they prove it? C
You might know that the debt is valid, but can they prove it? Can they prove they have the legal authority to collect it? They may or may not have a copy of your signed agreement...that is why you need to DV them. If they cannot validate, they cannot by law continue collection activity.

They can't take your car, but I believe that they could put a lien on it if they have a judgement. It would be secondary after Chase. In NJ wage garnishment is 10% of gross wages, or 25% of disposable income, whichever is less.
