I have an old CC debit that was being collected on by one of the well known debt collectors. I sent them a DV request several months back which they never responded to. They pretty much went quiet and I didn't here from them again.
Now several months later a different debt collector is trying to collect on the same debt. Is it legal for a collector to transfer the debt to a secondary collector if they failed to respond to my DV request?

The collection agency as a general rule does not transfer the account....the holder or owner of the account does. And yes, it is legal.
