So what does all this mean? Is it that CA's don't want to get involved with people that know the law and try to get them to stick to it? Does that make it more difficult for them to collect as opposed to collecting from some un educated debtor that can be scared easily into paying? Or is this an idication that most CA's don't have the proper paperwork from the original lender to actually validat properly?

Some collection agencies don't want to be bothered with validation. It could be that they are not licensed as a collector in your state. Unfortunately, you will have to validate with each collector. You could call Cap 1 and verify who has the account and then negotiate a settlement with them.

What is really comes down to is collection agencies,3rd party ones at least, are paid on commission. Collectors do not have the time to be waiting on paperwork from the client....it clogs up their inventory. So they close and return.
