is this a scam?

I've been receiving emails from some Timothy Wirth, saying he's with the United Nations Organizations and he's communicating with me because of some World Bank Group to release funds to me. He informed that the United Nations and World Bank Group has secured a PrivateInvestor on my behalf that will help Release Funds and they have advised that i must have an existing Account with WELLS FARGO BANK, 53RD BANK, CAPITAL ONE BANK,CITIZENS BANK or CHASE BANK. before they proceed* to Assist me in this Transaction. I googled the names and some of the groups he's mentioned but I'm wondering if this is a scam and should I contact someone regarding these emails??

I've received several e-mails from 'Soldiers' overseas stating they found an "enormous amount of US dollars" and they need to get it out of the country, etc. They state my name was given to them, etc. Sometimes I will reply back and tell them I have spoken to our local police department and they will handle their situation. I usually never hear from tem again.
